I do not know if I would hold a lot of stock to that story.  I do know that the theatres pay for the one-sheets from the studios.  A one-sheet will cost the theatre $30.  I'm not sure how much the banners cost.  I'll try to find out.  The one-sheets and banners become property of the theatre then.  My husband's friend does the invoices for the theatre where they work.  My husband works in the booth.  He splices the incoming films together, most come in 4 pieces. Titanic came in 7 pieces!
 
Some studios will send a couple dozen one-sheets to the theatres.  When they do that, they send them all rolled together in one box.  That usually will damage them somewhat.
 
At the theatre where my husband works, they have a sign up sheet.  The managers get to sign up for the extra one-sheets or banners.  They are not allowed to take all of the one-sheets.  They are also not allowed to take the banners that the theatre intends on displaying.  They had Disney's Haunted Mansion in storage and had never displayed it for almost a year before he brought it home.  This is how we acquire the one-sheets and banners that I sell.
