This has always been in place. On a
personal account they state it is not supposed to be used for numerous ebay
transactions as a seller. This forces you to upgrade to the business/merchant
account so they can get their .30 + 3%.
What is really stupid is there is no set
in stone amount on your limit, they evaluate it from month to month, so who the
hell knows how they pick the numbers they do.
