Well every time I think I may have a lead on the Blue Dahlia poster it turns out to be a comment on Anon's post. Damn.
Given that Kirby at Movieart couldn't find anything on a re-release on this movie in the USA, it may be a lost cause. It could be that the poster was produced for an out of the USA release. The poster I saw didn't have that military release look to it, so that's not an option, I don't think anyway.
Maybe this poster is more rare than the original, but definitely not better.
