How about going the other way? Several online auctions are adopting an auction extension approach where the auction would continue a minimum of x minutes after each bid. I believe that this approach allows online auctions to behave more closely to live auctions. An online bidder would always have a chance to react to an outbid and decide whether or not to bid again. The sniping programs can still try to place bids as close to the end of auction as possible, but an online bidder would still have a chance to react instead of getting blindsided over and over again.
