Richard's stance on this is EXACTLY CORRECT.
While merchants who accept credit cards are supposed to accept
an offer to pay with a card, telephone merchants are given
latitude in this area by the issuing banks for precisely this reason.
So be diplomatic and explain the situation to a prospective buyer.
Offer a discount for cash, or ask the cardholder to go to their bank
and buy a bank check with their credit card. Much safer for the
merchant.

I do not take credit cards... however I do take paypal which is a
credit card service to a great degree
However that said, I prefer not to take card charges for large
purchases without knowing the holder personally as like Kirby said,
all the chips are with the card holder
Right now I'm in the middle of a $10K sale with a new client. I
cannot take paypal from him as I do not know if he will claim fraud
etc when he has the item & while the charge company will happily
refund his money if he complains, they do not require the customer
to ship my merchandise back prior to getting their credit.
This is too much for me to bear, so I let my customer know the score

I'm sure everyone has a different threshold of where they feel
"safe".
Thanks in advance for your responses.

I do a verification of address on every transaction. If the
shipping address matches the billing address of the credit card,
then I am comfortable with pretty much any amount.
the only "fly in this ointment" is---what if a thief is committing
identity theft? In that case, the two addresses could match in a
transaction which is in fact fraudulent. For now, identity
thieves customarily use their stolen credit cards to buy jewelry,
expensive electronics, things that are very easy to turn around
and sell.
For the moment, movie posters are much too esoteric for identity
thieves, although the time may come when that, sadly, changes.

Merchants would be well advised to really know the protections

Very little protection. You basically are at the mercy of the
honesty and
integrity of the card holder. Because when push comes to shove
with mail
order, the issuing banks will always side with the card holder.
The rules and operatives are NOT the same as with a SIGNED card slip.
All of the chips rest with the card holder and the merchant has
virtually
none.
