EBAY and PAYPAL are inter-related.  the same company. my experience is that they protect sellers, never purchasers no matter how ridiculous the sellers' position is.  and guess, what...........i made the mistake of using the PAYPAL VISA credit card to get unlimited sending access with paypal.  
 
when i was cheated by a french seller (non-movie poster item)...........   NO HELP FROM EBAY.  NO HELP FROM PAYPAL.  .........and, naturally, NO HELP FROM PAYPAL VISA.
 
had i used my american express gold card----the best credit company to help assist when you had an unscrupulous seller, i would have had no problem. 
 
i never paid the amount charged with PAYPAL VISA, which i put in dispute.  The unscrupulous french seller got paid.  Paypal Visa refused the charge-back.  So closed the Visa account, and kept the balance.  let them sue me.....they wont!!!
 
I now use american express only.........and when i reach a limit, start a new account (new email address.)  recently the sending limit was raised to 10,000.
 
Paypal's position with me was that if i return the heavy item to france, i would have to pay the 40-50 shipping fee (since i would need the item to be tracked), and they would give me the purchase price of about 120.  sometimes they said they would refund the orig shipping, but not all reps said this.  so, to get 120 refund, i would have to spend 40-50.  the Paypal Visa call ceneter, which sometimes are sent to india phone centers, have polite people, but they provide no help to the purchaser.

i learned that the only time paypal really helps is if you report the item as NOT BEING RECEIVED.  so i can envision a scenario..................  buy what is described as a mint poster.  complain to ebay, paypal or paypal visa that it was a reproduction, they will rarely help, and put the burden on you to prove the falsity, and pay expensive shipping return.  maybe you will win.  BUT, if you lie and say you didn't get the poster...........you will get an automatic refund within a timeframe if the sender cannot prove item was received.  HOWEVER....I WOULD NEVER NEVER NEVER LIE.  but isn't that a simpler resolution if someone was willing to lie?   I WOULD NEVER LIE.............but i am sure people who have been burnt do.
 
that's why it is worth the 55cents to use USPS tracking-delivery confirmation.  but, you cannot do this with international mail.  that might be why some do not send overseas.
