I'd say it comes from a "thorough examination of the genres in question
and a masterful" EXTRACTION of the best elements of plot and action.
Hey, I love most of Tarantino's films. I think KB1 and 2 are lots of fun
(so are the LADY SNOWBLOOD films from which they are derived), he has a
masterful use of music in a film, editing techniques, and can actually
make 2D cardboard characters appear 3D through smart dialogue, but
PLEASE there is so much that is NOT original - such as plotting and
construction - which are germane to the work of the writer/director. I
also think NBK and TRUE ROMANCE are among the best of QT's films - but
wait, he didn't direct them and used to virtually disown them.
Please also note his once-derision of NBK, although he copies one of its
techniques (an animee sequence in KB) and TRUE ROMANCE although he
copies Tony Scott's editing techniques (long takes of dialogue with
abrupt explosions of violence in JACKIE BROWN).
Okay, everyone who declares PULP FICTION a "classic" here, I'm curious
to know why. Poor old Roger Avery, his old mate. Who came up with the
idea of making the stories in PULP FICTION interconnecting and
circulatory where QT saw just a series of "short stories" as per FOUR ROOMS.
It is, as Steve says, all subjective. So here's to being subjective. The
best film QT has thus far made is JACKIE BROWN. Almost every great line
in that film was in Elmore Leonard's original novel. It is perhaps one
of the most faithfull of Leonard adaptations thus far seen on the
screen. As a writer, QT was in awe of Elmore's talents - and perhaps as
he should be. Leonard has long used several researchers for background
info on locations and local slang/dialect, etc for example. He's made no
secret of this in several interviews.
Nowhere on KILL BILL did I see a credit to the LADY SNOWBLOOD films.
Nowhere on RESERVOIR DOGS did I see a credit to CITY ON FIRE. Now while
I haven't read every QT interview published, I've never seen him
reference these films either. Somone please correct me if I'm wrong.
I'm still waiting for the QT film that is not based on (or ripped off
of) several or one other film or that has a script that totally emanates
from him and not from another source.
And the number of KB posters produced in Japan means nothing - except to
the fan base who buys them and the dealers who supply the fan base.

Of course, Citizen Kane and others will rate higher on most film
critics' all-time lists, but film is for everyone, not just the
critics. And what most people don't realize - here it is: the
Absolute Truth of Cinema: FILM IS SUBJECTIVE. If you can't understand
that no one is right and no one is wrong about film, then you have no
right discussing it. You can DEBATE, but there are no absolutes apart
from this fact.
Now on to my opinions:
I personally think the Kill Bill films were genius - it combined
elements from the western, samurai, contemporary action, Kung-Fu, and
anime genres. People condemning this feat as a mere rip-off couldn't
be farther from the truth. This comes from a thorough examination of
the genres in question and a masterful application of such.
And it must be obvious that Quentin's now-signature use of editing his
timelines in a non-linear fashion is another example of his mastery of
the medium, and is now often-imitated.
I personally look forward to every one of his new films, and often
will watch KB 1 and 2 back-to-back.
BTW, the Japanese posters for Kill Bill, both parts, are absolutely
incredible (some 14 styles and counting)

Pulp Fiction may be Tarantino's best but it isn't Citizen
