It's because BidPay officially ceased operations on December 31, 2005.
They're gone -- and eBay doesn't want anyone who hasn't got the message
thinking they can pay for an auction with BidPay because some sellers have
not updated their templates to delete any reference to BidPay. That makes
sense. But the prohibition against cash is technically against the law. Cash
is legal tender for ALL debts, public and private, issued by the government.
It is ALWAYS an acceptable method of payment -- that's mandated by law. Of
course, it is extremely risky to send cash through the mail to pay for an
auction, and that is why eBay wants to outlaw it as an "acceptable method of
payment" on their system. They actually can't do that, either legally or as
a practical matter, but they don't want to have some lawyer come along with
a suit and claim that they "encouraged" users to pay for auctions with cash.
So, the prohibition against cash is strictly a COA ploy.

Auctionbytes latest newsletter has a story about how lisitngs are being
ended that include the words "bidpay" or "cash" as acceptable payment
methods.

"The new Safe Payments policy prohibits sellers from saying they will accept
cash for transactions.....if a member reports a listing containing a
reference to BidPay, eBay would remove the listing since BidPay (or cash) is
not an acceptable method of payment.

The questions remain why would anyone report a seller's listing for
containing a reference to BidPay, since it does not pose a safety risk and
why eBay would not first notify a seller that their listing was in
violation, and give them an opportunity to amend the description."
