I recently sold a 20-dollar laser disc to a guy with 14 feedbacks-- 2 of them negatives from months before.  When he won and didn't respond to my email in three days I wrote him a "ta-ta-ta" email asking him to respond and pointing out that good feedback wentalong with good communication.
He paid via Paypal immediately, including on the payment a smug reply that my "manners reflected my upbringing."  I answered that my US-Southern mannerly upbringing had been fine, thank you, and  since we had been "stern" with each other that now we should be nice and thanked him for paying promptly.  Subsequently I sent his disc, waited two weeks for acknowledgement and finally wrote him asking politely if he had gotten it.  "Received discs, thank you," was his reply.
I decided to wait him out on feedback as I had noticed that the number had now increased from 14 to 25 positives.  Out of curiosity I clicked on the feedback numbers to see what he had said about other sellers.  ALL of the sellers had given him great feedback right away--- and he had left none for any. 
I have still not left him feedback--- nor has he left it  for me!
 
This bastard will pull the wrong thing one time and will get tossed for the "superior being" he is. 
 
And he STILL won't get feedback from me.  Unless I remember right at the end of the period to leave him a Neutral-- with a scathing remark.  
Hmmmm.....

Feedback rules have to be changed.  One change must include an item's cost.  Why should feedback for a two dollar item count the same as an original CASABLANCA?
 
The most ludicrous scenario is a deadbeat non-payer giving negative feedback to a seller who merely states, "Buyer Never Paid."
 
I am waiting for a month now for 2 packages (not posters) from 2 different sellers from france.  I paid airmail.  I will only get feedback from them when i say how wonderful they are.
