JR is correct that Paypal will actually do something to help the buyer in this case. My friend Al bought-it-now via Paypal a 10-dollar cd from a Florida dealer-- a newbie with three positive/no negative feedback. After two weeks when the cd hadn't arrived, Al emailled and was assured the disc had already been sent,
After a month he was ready to report the person only to discover that the dealer now had 15 negatives and had been booted off ebay.
Al reported through Ebay and Paypal and-- lo and behold-- Paypal got Al a refund in about three weeks!!
We were most impressed.

Most sellers aren't willing to risk losing their PayPal account and will cough up a refund if you do this.
