It just started happening for me and it is maddening.
I guess Paypal is so engorged with money and transactions -
they can't - or aren't inclined - to even let their customers know when
a transaction is paid!

Even worse that I have noted -
Paypal has missed a number of notifications to me that items were
paid!
I have to repeatedly go over my accounts to confirm payments!
