I think it's a display for commercial prints of posters (music, personality, and movies) for sale.

You used to see them in record stores and Spencer Gifts (a chain around the southeast U.S. at least).

it is heavy iron or metal.

 

stamped into the metal are the words, Cineplex, St. Louis

 

the "frames" measure about 24 x 36 inches....
