  in a nutshell, it means that ebay allows sellers to list their items for a 
lesser fee.  since ebay charges fees based upon the listing amount or reserve 
price, on special days, the price is reduced to a flat fee. today it is 20cents 
regardless of whether your start bid is one dollar or ten thousand.

  the only bad thing about this is that soooooooooooooooooooooooooooo many 
items of no interest get listed, or some people list their items above market
