Simple, and it happens all the time. If the seller doesn't have his paypal
account set up properly, the buyer's payment will just sit there in limbo
waiting for the seller to correct whatever the problem is and collect his
payment (minus paypal fees, of course). This is also reflected on the buyer's
ebay 'Items I've Won' list, where instead of a '$' to the right, indicating
payment sent, there will be an hourglass icon indicating that receipt of the
payment is still pending. I can't count the number of sellers I've run into
who
claim to take paypal but don't have their account properly configured to accept
payments.
