Freeman --- A couple of things. 
 
You indicated that you request an e-mail confirming that the buyer's
responsibility is in place but that doesn't hold any water as far as
PayPal and Ebay are concerned. Unless you have proof of either damage or
non-delivery these two companies will side with the buyer. I've been
there. 
 
I have also heard that if you declare a low customs value for an article
you are shipping, some companies like Fed Ex will not allow you to buy
insurance for the actual value. Hypothetically, can you actually declare
$30 for a value on the custom form and then buy $300 worth of insurance
with International Priority or International Express? 
 
The whole point may be moot for me soon. I just posted on Sunday 50
auctions with Buy It Now options and so far I've gotten one sale. Before
Ebay instituted its new sales policies and adjusting its searching
feature, I would usually get about 10 bids the first night. IF ebay
keeps tanking like this, I'm going to stop selling altogether. It's not
worth the time or energy.

I would think that is an issue you should inquire about.  Marty is
absolutely correct on International Priority and International Express
being the only means to fully track a package.  However, USPS does have
a way of checking through the customs scan if parcel arrived in the
country.  But once out of customs, no tracking available.
 
As for declaration of an item,  this has proven a huge hold my breath
scenario,  I declare no more than $30  when sending overseas.  Clients
would be hit with up to 15% to 20% depending on the country import or
duty fees.  Knock on wood, I have not ever had an issue of a lost
parcel.  But I do always make sure on items over $300 I ask for a
confirmation from a buyer that they are responsible for any losses.  On
more expensive items say over $750  I just simply use International
Express.  Tracking is so comprehensive that the odds are very small for
a disaster.  Again though an email confirming the buyer's responsibility
is in place.
 
But I cannot dismiss overseas buyers,  in the last couple of months they
represent 85% of my sales on Ebay.   Absolutely!

I ship either USPS first class or priority. Then I purchase the
auctiva.com insurance that the buyer paid for (included in the shipping
cost).

Irv:
I think you are confused.  You cannot ship parcels to International
destinations by FIRST CLASS INTERNATIONAL shipping, with insurance.
INSURANCE is NOT an option.  To insure parcels to International
destinations by the USPS you need to ship by PMI (Priority Mail
International), or Express Mail International.
