Hannibal Lecter wasn't even the most evil character in SILENCE OF THE LAMBS. That's like saying that the Alien in the Alien movies was "evil." Burke from ALIENS - now that was an evil guy. Like Darth Vader wasn't the most evil character in the STAR WARS universe, it was the Emperor - unless you hold with Jonathan Last that the Empire was in the right, and the rebels a bunch of treasonous adventurists whose exploits caused needless death and destruction.
Lots of terrific, if over-the-top villains in '80s action and action sci-fi. All of the DIE HARD movies have pretty darn evil bad guys - villains willing to cause the deaths of innocent people purely for financial profit. Can't really decide who's the evilest at the moment, so I'll go for the pretentious pick from the silent era: DR MABUSE, who wanted to cause the greatest possible chaos and destruction - for profit and just because he thought it was cool.
