I wouldn't have thought the rationale was you get to print two for the price of one. And as far as the public not knowing what inserts are, and not buying them, enough of them did buy them.
(Whether or not you believe them fake.)
Star Wars 1 sheets may well be a better proposition, that's probably why they've been done.

That's one thing different about the universal forgeries; they were
aimed at the collector and not the general public.
