No, it works more like this: A paper like the Times usually does maybe one or two feature obits a day and they are prioritized according to how relevant/important they may be to readers (actually the editors, since they're the ones deciding who is deserving of attention).
I'm sure the Times actually had news of Naschy's death shortly after he expired, assigned a writer to the obit, then held on to it till they ran out of other, more important (in their minds) dead people they thought deserved being memorialized. Either that, or they missed it completely because to them he's an obscure Spanish B-movie personality they never heard of. Then somebody emailed and told them they should do the obit because of his huge fan base. THEN they finally did it.
