No. Unless PayPal has changed its user agreement lately (and I've not heard that it has), they will get you a full refund in cash if you immediately log in to your PayPal account, click on "Resolution Center" and then click on "Report a Problem" -- and then on the form tell them that the item received was "not as described". After filing the initial report, you must wait 24 hours then go back into your PayPal account's Resolution Center and click buttons to "Escalate" the complaint to a formal "claim". At that point PayPal will get with the seller and force them to give you a refund under their Buyer Protection System (unless the seller wants to argue about it being a repro, in which case you'll have to spend some time demonstrating that it is). But proof of delivery is NOT required for any of this (because the seller acknowledges that he sent it and you obviously have received it because you are claiming it is "not as described" and are have stated that you are willing to return it to him as a part of settling the claim).

This is why it is always best, the second you discover you are unhappy with a shipment you have paid for with PayPal, to go to the Resolution Center and click on "Report a Problem". They will contact the seller and give the seller a chance to respond. Once the seller responds, they have "proof" that he sent you the item, and your filing the complaint with them (and saying you are willing to return it to the seller) is "proof" that you received it.

Unfortunately, I have had to go through this process several times and so I know this is exactly how it works (unless, as I said, PayPal has changed their policy within the last couple of months).
