Even tho this was a TV film, the character of Hattie Dorsett, played
by Martine Bartlett (as the mother in SYBIL), was terrifying and a
monster, with her button hooks and all!

stammering Billy kid to suicide.
Amon Goeth in Schindler’s List. He was mean, even by movie-Nazi
standards.
Annie Wilkes in Misery. Yipes.
