I stumbled upon this:

It's a "Pre-Release Information Guide" for "Silver Streak,"  and consists of
two pages: the first has artwork which differs from the campaign art used on
any of the posters; and the second is an extremely brief description of the
production.
 
It's not a pressbook, and it's not part of the presskit.  My best guess is
that it was created prior to either of those, since it doesn't incorporate
the campaign art.  
 
I've only ever seen these for Fox films, and, even for Fox, only for films
released in the '70s.   
 
(There's something that the seller is referring to a pre-release information
guide" for The Legend of Hell House, here:

but it's really the pressbook.don't let that confuse you.)  
 
All of the actual "pre-release information guides" I've ever seen follow the
two-page format: cover with unusual artwork, and one-page production notes
sheet, on cheap-o paper.
 
Does anyone know what the function of these things was, and to whom they
would have been distributed?  Would they have been for internal use at Fox?
It seems unlikely that they would have gone to newspapers or exhibitors.
