Quickly reviewing this, I think people who sell lower end items under $40 are going to be hit the most. For instance a person selling a $9.99 item and charging $10 postage will now be paying a final value on $20 and that will almost double their Ebay expense with very little off-set by the decrease in insertion fees.
Anyway you look at it however, Ebay is doing this to maximize THEIR revenue, not the seller's.
