this is supposed to happen. If a poster is opening at 1000 and the reserve is 2000, the house's final bid is supposed to be no higher than $1950

NOTE: in a poker game, there can be 2 kinds of "shills"

1) a player who works specifically as a shill. he is paid an hourly rate by the house like any other employee, and he must work an 8 hour day unless they do not need him. But when he's playing, he's playing with his own money and he wins or loses his own money. So he could get paid $80 for a day's work, but lose $500 playing = net loss of $420

2) a house employee who plays with the house's money is the other kind. he can be anything from a poker room employee like a dealer of floorman to a person paid to play with no loss to himself. He is not allowed to win any pots and that means if he has a royal flush on the river (if he makes it that far) he must fold the hand unknown to the winning player, because he is not there to win, he is there to create action so the house can take their rake from the pot (rake = house cut)
