Neil, An international bank wire has been required for me only a couple of times and one was an auction in France. I will say $15 is almost a bargain, the outlaws at Wells Fargo Bank here in the USA at the time charged me $25 it may even be higher now as Wells Fargo is nailing fees right and left since their earnings only hit 34 Billion so far this year after citizens bailed their sorry asses out. The fee on the Spanish end, should be absorbed by your seller......since he is requiring.
As for insurance of your purchase: one you can ask to pay the extra to have insured, or two, pay for the Spanish equivalent for International Express Mail or FedEx where a signature is required. Something really disastrous would have to happen to your parcel to get lost or damaged as those are premium modes of shipping.
