Note, however, that merchants accepting American Express cards do NOT receive the same protections for paypal-paying clients that AMEX affords with customers using their cards to pay for purchases. There is an AMEX administered arbitration that happens between AMEX cardholders and AMEX merchants, for which certain rules may apply. Brick and mortar transactions have one set of rules and telephone / mail order / internet have another set of rules.
Merchants as well as cardholders get some protections with AMEX (as well as VISA/MASTERCARD for that matter). But clients who pay with paypal, even if they use their AMEX card to fund the transaction, are considered PAYPAL clients by AMEX. Any problems with the buyer and seller --- it's considered by AMEX to be paypal's baby.
