While the email sounds way over the top, with the CAPS and all.. i would guess this person is foreign, based on his sentence structure.
It certainly sounds like he got himself in, and realized he cannot afford your items. He has offered to reimburse your listing/relisting fees. It isnt as tho he has vaporized and left you hanging. Whatever he bid on and won, you will be able to sell in the future, most likely. Why not let accept what he has offered and move forward? Yes, he backed out of the deal.
