I posted this on Facebook and animation expert Jerry Beck said the reason for the one-sheet featuring Jiminy Cricket was likely because "When You Wish Upon a Star" had become a huge hit after the movie came out, and that makes sense to me.
But Helmut's observation is also correct. We often forget that theaters would have lots of posters on display, sometimes cutting them up and re-arranging them into home-made special displays.
