Poster Mountain dig a blog post on it and I know Lumiere does core removal... ~$300 - $500 to do it... If the poster hasn't stained then it is most likely stable and can be removed if water based by soaking or if cement based can be removed with bestine or solvent after mechanical work removing most of the foam...
