You are correct John....Posters are typically either mounted with a water based 
glue (the easier to remove) or a more stringent adhesive like 77 Spray.  
Typically, the linenbacker has a much easier go of it with a water based glue 
while the other direction has them often removing the poster inch by inch with 
a solvent remover like Bestine.  I have seen them do it. I have even had 
customers whose poster were mounted to boards with photographic mounting tissue 
that can only be removed by reheating it....the other issue is the actual 
material of the poster being removed.  A more current poster that is on better 
and typically thicker stock  is easier to work with than an old poster that, by 
itself, is perhaps brittle.  Either way, the charges are often based on what is 
actually involved in restoring it after it has been unmounted and put on the 
fabric.....
