Yes, most commercial DVDs have a region flag set to limit playback in
regions other than which it was purchased. It's a commercial ploy to
limit people buying a movie from the US when it hasn't yet reached the
European cinemas, or less frequently the reverse situation. Also,
North American and Japanese DVDs are distributed at 480p whereas most
other countries are set to 576p resolution.
Fortunately most DVD players can handle the 480p/576p issue through
automatic internal conversion and you can usually get your DVD player
to ignore the region flag and play your DVDs whether or not the disc's
region flag matches the region flag of the player. Go to <http://www.videohelp.cm/dvdhacks

there'll be a hack you can use via the player's remote control to
disable region flag recognition.
I don't know about playing DVD's via a PC but I suspect you'd run into
problems with the region flag there as well. With Macs you get to
change the player's region flag about five times and then it remains
stuck at the last code unless you have special software to reset the
region change counter back to zero.

I understand that Criterion only make US-coded DVDs. Is it right
that US-coded DVDs won’t play on European DVD players but can be
