these things are always an aggravation, BUT I very much doubt that your package 
is lost. French postal services are notoriously slow, so there's a very good 
chance the package will still show up. I recently had a package from France 
that took THREE WEEKS for delivery to Germany. It took two and a half weeks to 
even leave France. Since your package is already in Paris, you might ask your 
buyer to call his postal services. Next step would be to start a mail search 
with USPS. I know how annoying some buyers can be, but all you can do now is 
remain calm and patient. And again, French Post is slow, but they rarely lose 
anything.

As to ebay's GSP: This is a huge money making scam for ebay and their shipping 
partner: 
- They cash in import fees from the buyer, but I very much doubt that the 
German, French or any other local government ever sees any of that money. 
- I once bought posters from a fraudulent seller who had enrolled in the GPS, 
but never shipped my posters. Fortunately, I had used a credit card with 
Paypal, as ebay would refund my purchase price, but not my shipping costs or 
import duties. I had to call the credit card company and issue a chargeback 
against the ebay shipper.
-The shippers like to 'inspect' your package, meaning they tear it open, 
discard your original packaging and repack it, often most clumsily. 

By all means, I can only discourage you or anybody else to stay away from the 
GSP.
