Managed Payments is certainly not an improvement for sellers. For those of us who have to collect GST or Sales Tax, etc it is an accounting nightmare at the moment. There is no option to opt out of Managed Payments. You either accept it or you won't be able to sell on eBay.
As for VAT on sales to the UK, I spoke to an eBay rep about it a few days ago and they had no idea how it worked and couldn't find anyone who could help.
