there is no definite answer to your question. If you read the FULL article linked in my blog, exempts cover 'informational materials', which includes Chapter 49, i.e. posters.
 
The text is anything but clear, it COULD very well understood as 'informational materials from Hong Kong'. In this interpretation, only movie posters and CDs from Hong Kong would be exempt.
 
The current general understanding is that the exemption applies to all HS-Codes listed. My recent shipments to the US went through without problems and no charges to the buyer.
 
On a similar issue: DHL Germany has stated yesterday that they will ship to the US again, with a small but very costly new rule:For shipments under $800, all import duties have to be paid upfront by the seller. Which means, the seller needs to find out about applicable taxes and duties upfront and must either try to collect them himself from the buyer or simply eat them up. Which can of course be several hundred dollars. On top of that, DHL demands €2 extra for their non-service.
 
For the record, Galerie filmposter.net uses UPS and DHL Express exclusively for shipments to the US. So far, I have not had any problems.

Dear MoPoers,

 

I need to ship some posters (total value under $800) from Switzerland to the US. As I understand (thank you Helmut), shipment with posters (when value under $800) are exempt from the new US import regulations. As per link given by Helmut, the following TARIC numbers are concerned:

 

Headings 9903.01.22, 9903.01.12, 9903.01.03, and 9903.01.31 describe informational materials, including but not limited to, publications, films, posters, phonograph records, photographs, microfilms, microfiche, tapes, compact discs, CD ROMs, artworks, and news wire feeds.

 

However, the TARIC Code for posters is 4911.9100. Taric code 9903.01.22 is a specific subheading of the United States Harmonized Tariff Schedule (HTS) and refers to information materials produced in China and Hong Kong that are exempt from additional tariffs under certain conditions.

 

Do I miss something? I can’t find any indications that TARIC Code 4911.9100 is exempt from import regulations. Has anyone already had experience regarding this matter?

@Bruce: As I understand this, it applies to US imports from all countries. Of course, in the current situation, things can change any day.

 

@Kirby: I don't think it has anything to do with exempting the 'little things'. In the EU, the tax-free €22 limit has been abandoned a few years ago. Now they charge you from the first Euro. In practice, that can mean 19 Cents tax on a €1 item, plus 19% on shipping costs, plus €6 or something for DHL for custom clearance. I have entirely stopped ordering little things from countries like the UK, not worth the cost and hassle anymore. With big players (like AliExpress) you have to pre-pay the import tax, but there's always a chance that DHL ignores this and bills you again.
