So? Sure, governments make laws. If you break the laws, the government punishes you. No one denies that those are some of the means a government uses. All we can do is try to make sure that the social pattern that is the government is controlled by intellectual patterns. Obviously, in the case of most governments intellectual patterns are pushed aside by social values, but evolution is a continuous process.
