I don't see the problem fixing itself, because every time a maverick is voted in, he does not last long when he does not play by the rules established in DC. Yes we do have the checks and balances, but the only thing you hear during congressional investigations is "I don't recollect" ( can you say Alberto Gonzaless) or people who simply ignore a subpoena and refuse to show up, as in the case of Mr Rove.
