decide if we are already under Marshal Law. Are we
under Marshal Law and it is being quietly being arranged
to explode in the streets if need be or when the time is

Here's a piece of how wikipedia defines Marshal Law. If a
Congress member is threatened with Marshal Law is the
"normal administration of justice" happening?
