develop weapons that far outweigh most people in their own country and world"?
Will they be unable to develop weapons (governments will have no money to buy
weapons)? Will weapons be more readily available to others? How?

Sorry. I'd rather not talk about this anymore here. Too many people that
bombard what I try to say when it comes to this issue in this forum. I get
labeled by too many people without any intellectual soul searching so
to speak. Without any intellectual effort. People just label other people
here without any depth of thought, even if they disagree they don't bring
anything of intellectual quality to debate or counter with. It becomes
more about brute force with labeling instead of actually trying to bring
solution or critical thinking on their own. They'd rather just name
call and label people. It's been more than two people that have done
this repeatedly with me here without any intellectual quality, so,
no way am I talking any further about this in this forum.
