But what if the situation isn't improved? 
To use an example I've used before, what if you give an electric shock to 
an infant every time it touches something at 72F, causing it to recoil. 
Eventually after the electric shocks are no longer applied, the infant will 
still recoil at everything at 72F just as it recoils at every hot stove, 
even though in the former case, recoiling does not improve the situation.
