Welcome John, Matt or dmb would probably be more knowledgeable but I know that William James mentions Royce several times in Essays on Radical Empiricism and Varieties of Religious Experience. James often seems to be arguing with Royce and Bradley. I know little about either of them other than as James' mysterious contemporary sparring partners. I think of them as a couple of Thomas Reids to James' David Hume. The quote you gave, sounded to me like the kind of thing James might have taken issue with.
