I guess the problem with that quote is it starts without context ...

"we must find our way at a time ..."
"... appears to be no other future worth wanting"

We don't know which future Harris considers "worth wanting" before we
or the reviewer comment on his preference.

And "genociding" ... where does that come into it ?
That's a rhetorician's straw man.
Killing (or ultimate force) is however permitted under (many) ethical
rules (of Pirsigism as well as say Islam)
