This was in ZMM -- i.e. prior to the Dynamic-static split in Lila. Recall that both Dynamic and static quality are necessary. Dynamic Quality alone "has no staying power". One must "latch" on to Static Quality to prevent Dynamic quality from degenerating. The "arbitrary constraints", i believe, are of static quality, whereas the "Quality" in the sentence is in reference to Dynamic Quality.
