Before getting to your question, I need to clarify that I have found to speak
of things as being in a level is often frustrating. "Things" above the 1st
level are invariably "collections of patterns" of various levels.
For example, a government is inorganic territory and buildings, it is 260
million biological people, it is laws and roles and rules, and it is
idealistic marxist or democratic theories. It can even serve DQ by
guaranteeing freedom of speech, freedom to pursue happiness, and freedom to
have illegitimate kids and have others pay to raise them (just kidding!).

If this is true, then government is absolutely inferior to society. And
if government expands, it can only expand by destroying society.

Without trying to contradict myself too openly, I would agree with you that
the primary role of government is as the "moral code" between biology and
society. Though I would say this puts it firmly in society, rather than
separate from it.

I think this explains why societies like Nazi Germany, Communist
Russia, etc. were all barbarous. Government expanded, destroyed society,
and let biology reign supreme.

I think these are hideous examples of society out of control. Governments in
these examples are suppressing the intellect and DQ. The role of government
IMHO is to control HARMFUL biological patterns and reward or allow rewards
for positive biological patterns. This is moral. Control of intellect and
Dynamic Pursuit is immoral. Shoot the sheriff, support the deputy.......
Oops gotta go, I think I hear a natural mystic blowin' in the air.......

PS -- I actually did an entire version of this in Rasta-man Jamaican lingo,
but I made a mess of it, so all I kept is the title. Not as much fun, but it
