Let's define 'x is morally required' =  one is not moral unless one does x

1) It is moral for society to do x.
2) If it is moral for society to do x, then it is moral for it to force its 
citizens to do x.
3) :. It is moral for society to force its citizens to do x.

A) It is moral for a society to force its citizens to do x, only if doing x is 
morally required.
B)  Some things a society does are moral, but not morally required.
C) :. Some things a society does are moral, but it cannot force its citizens to 
do them.

You favor argument 1) - 3).  But 2) does not follow from the definition of 
'moral'.  You need either an independent argument for 2) or at least an 
argument against A) or B).
I give to charity; giving to charity is moral; but forcing me to give to 
charity is not.
