5. Is language a  primarily social level phenomenon in the MoQ?

English is not my native language. I don't quite understand  the sentence.
Does Sam mean that the phenomenon 'language' is mainly found in  the social
level?

If that is the case. I thought that Language is ONLY  found in the social
level.
