I'm unsure of the use of the "use scale factor" option in the tpsUtil
program when converting a tps format weight matrix to a CSV format
weight matrix. I assumed (perhaps wrongly?) that the scale factor was
incorporated into the weight matrix when initially calculated. After
reading the help file, I remain confused. What is the effect of "using
scale factor" when converting formats?
