In fact, the program Checkpoint by Stratovan Corp (www.stratovan.com)
reads both DICOM and tiff files, produces rendered surfaces and stl
file output and allows landmarking. It was written by Dave Wiley, who
also spearheaded Landmark Editor, and includes some but not all of
the features of that program. The difference is that Checkpoint is
commercial--it costs $500/year for non-academic licenses, only $250
for an academic license. A free trial is available. I and my
colleagues have used and tested Checkpoint, and it generally works
very well, at a far lower price than Avizo or other (somewhat more
extensive) software. I am not sure exactly what you wish to do, but
it's worth investigating (dare I say Checking Out) Checkpoint.

(I have no commercial interest in this program!)
