I think it is important to notice something...the
intermediate kit is for 3-6, and the new primary kit
will be for grades K-3.  Anyone notice the overlap?! 
Third graders start out in the primary world and wind
up in the intermediate world, which I tell parents at
open house is like a very exciting journey across a
long bridge.  

My advice to third grade teachers...use the kit.  It
will help them on this journey. The kit is used at the
beginning of the year, and then you have your anchor
lessons to revisit as you focus on strategies the rest
of the year. The great thing about 3rd graders is
their zest for learning and how they catch your
enthusiasm.  And BTW, reading levels have nothing to
do with the toolkit, so don't worry about that.
