Our report cards are number grades and we are not allowed to indicate if
they are below level.

At the elementary level, our report cards are rubrics tied directly to NCLB
levels (basic, below basic, blah, blah), so if children are not at grade
level it is going to be there, period.  I used a narrative to talk about
mastery of strategy.
