Our County is up for adoption this year. We recently saw a presentation
by Scott Foresman. Although I personally have not used a basal in many
years, it did seem to have some attractive components:
 
state standards and the 5 components listed within each unit. 

Fountas and Pinnell leveled readers for all grade levels with 3 ranges
per grade level. There is an additional feature where you can print
stories at other needed levels similar to A-Z reading.

Big Books for grades K-3. 

Writing, grammar and spelling included in each unit

All features of the program are included in the offering for the length
of the adoption period.  In other words, everything they showcase is a
standard item in the package.

While I still have many reservations about basals , the reality is that
we need to adopt one and it is helpful to some teachers who need extra
support.
I like what Scott Foresman had to offer in that regard.

Well, of course you are frustrated; this sounds like a
terrible situation.  It is a shame that your district
does not trust its teachers to do the job they hired
you for.  And it is natural for you to strongly
dislike the anthology...I would HATE it if I HAD to
use it in the way you describe.  Since I can pick and
choose, I find it helpful.  And since I don't have to
do any particular page or component, I can use it to
enhance my strategy instruction.  

Could you do this on the down-low?  How are they
monitoring you?  Who is coming in and checking that
"product?"  Can the "product" be sticky notes stuck to
a page or an FQR chart?  Good luck...this sounds like
a difficult place for an enlightened teacher like
yourself to teach.
