In my opinion...
 
1. Lack of funding for teacher resources (professional literature) and student 
books (classroom libraries, guided reading libraries)
 
2. No systematic program/order to follow. Teachers are left to "figure it out" 
and many have little direction of where to go next in their classroom 
instruction. Many teachers (new ones, particularly) need more direction when 
they are getting started in the world of balanced literacy. They waste so much 
time searching for materials, books, and mini-lesson ideas that will fill the 
week and they are so burdened by this searching that the teaching itself 
suffers.
 
3. Lack of administrative directives. If an administrator does not know what to 
look for in a quality reading workshop lesson, he or she cannot effectively 
evaluate teachers and push them to improve their instruction. An administrator 
should be able to say, "This is what I expect to see when I come into your 
room" and teachers should have to commit to the workshop setting.
